Spike Protection Algorithm allowed error spike

Steps to Reproduce

Spike in error events occurs for a single project with spike protection enabled

Expected Result

Spike protection should identify occurrences of spike based on healthy ingestion.

Actual Result

Spike protection actually increased upper bound at the sight of a spike and allowed it. the threshold then held at a very high value long after the spike subsided.

We don't have plans at the moment to make changes to the Spike Detection behavior but I've passed this along to our PM and we'll reference this when considering updating the algorithm.
