Feature request: publish Lambda layers in China regions

Use case

To expand our deployment targets for Lambda layers, we should explore publishing our layers in the China regions.

Solution/User Experience

We should end up with one or more new public Lambda layer ARNs that will be added to the list in this page.

• This feature request meets Powertools for AWS Lambda (TypeScript) Tenets
• Should this be considered in other Powertools for AWS Lambda languages? i.e. Python, Java, and .NET
