Maintenance: Add badge to open repo in GitHub CodeSpaces

Summary

On 9/11/22, during GitHub Universe, GitHub announced that all users would have free hours CodeSpaces with their GitHub account.

To further lower the barrier of entry to new contributors we should add a one-click button, as described here, and similar to the one we have already for GitPod.

Why is this needed?

To make it easier for new contributors and reviewers to setup the repo with all the dependencies and configurations/tools.
