bug(mat-tab-group): empty space in tab-group after last tab deletion

Description

In certain conditions when removing tab the blank space remains.

Reproduction

Can be reproduced on angular components demo page: https://material.angular.io/components/tabs/examples#tab-group-dynamic

Steps to reproduce:

1. Create many tabs, paggination buttons must be visible
2. Scroll to the last tab
3. Delete it

Expected Behavior

Deleted tab disappears and whole tab grup is scrolled to fill blank space

Actual Behavior

Deleted tab disappears blank space remains.

This happens only when the pagination arrow is appearing. once the control is within the visible area, the tabs readjusts automatically.
