Update Mbed TLS version to 2.13.1

Description

This PR updates Mbed TLS to the patch release, 2.13.1.

Note, this PR is still pending formal approval for release, but I understand because that release is only a patch release, it gates the Mbed OS release and release assessment, not merging this PR.

PR should be reviewed by @RonEld and/or @Patater if or where available.
