STM32H7: correction for FLASH API for CM4

Summary of changes

Hi

2 corrections:

• since STM32H7 update drivers version to CUBE V1.9.0 #14608 there is a Hard Fault when application uses FLASH API
  Issue is M4 core can not access the size info register, so size has to be hardcoded (like before)

• During HAL_FLASH_Program(), HW is disabling ART enable bit.
  It is then enabled back after complete programming.
