Baremetal: Enable kernel_tick_count greentea test

Summary of changes

The kernel_tick_count greentea test was disabled in baremetal profile because of some test cases using RTX APIs. Enabled all the non-rtx based test cases and disabled the test cases where porting is not possible with MBED_CONF_RTOS_PRESENT guard.

With these changes, the baremetal kernel_tick_count greentea test successfully builds and run
