Need some coding help with forms

Here's what I need to do, but I'm not sure how. I have a form field at the top of a page with a number from 1-20 possible to be entered. When a number is entered, the same number of another form field show up below. For example, I enter 12 into the top box. After clicking outside the box (onBlur?), 12 more fields show up below that where I can enter information in.

I think I could have like 20 fields already in the HTML, but they are just "hidden" until javascript turns them on and makes them visible.

Can anyone help?
