A Style Sheet Language is a computer language used to describe the presentation of structured documents. CSS itself is a "Style Sheet Language" specifically used to style documents written in "markup languages" Notepad or any text editor that you can save as ASCII is just fine. Put every thing CSS related in that .css file except the <style></style> tags. You then SAVE your page as .html.
