The behaviour of IDE 2.3.2 (win10-64bit) is not consistent. The IDE window after starting it looks different.
Sometimes the top part of the window looks like this:
Here the menue "Help" is missing and the text menue and the icons are in the same header line.
The Task Manager shows the App Arduino IDE and many background processes. But sometimes there are no background processes.
Sometimes it looks like this:
Here no text menue at all exists. To close the IDE I have to open the Task Manager and kill the process.
In the Task Manager there is only the App Arduino IDE(22), no background processes, as can be seen here:
And sometimes it looks like this:
Here there is the complete text menue and the icons in separate header lines as I would expect it always.
The Task Manager looks like before.
The second appearance without text menue is really annoying.
Is there a method how to guarantee to always get the third appearance?
No. It's a known issue, I think that it's logged on github. There are some topics on this forum as well.

### Describe the problem
Whenever I create a new sketch, the "File,Edit,Sketc… h,Tool, Help" menu is incorporated into the "verify, upload and debug" menu, rendering some parts unavailable and the window cannot be moved:

This is accompanied by a dialog that says:
> A setting has changed that requires a restart to take effect.
>
> Press the restart button to restart Arduino IDE and enable the setting.

If The "**RESTART**" button in the dialog is pressed, the menu bar on the current sketch is placed in the same situation as above.
At first, a couple of clicking on new sketch would solve the problem. Now, it is constant.
