I've downloaded Arduino IDE for my Windows PC, but, is there any portable version?

The image in the link shows IDE 2.3.3 so the answer is that there isn't a portable install. You can download 1.8.19 and create a portable install using that.

Why? Why did you not download from it from https://www.arduino.cc/en/software/?
