I encountered that when compiling in Windows and couldn't work out what was going on, so I tried it on my Debian system .. with the same result. However, tailing the syslog showed an stm32 error being thrown!
In my additional boards (under preferences) I had URLs for ESP8266, ESP32 and STM32. I removed the STM URL and everything now compiles correctly.
