Arduino create agent not installing

Hi,

I have had some issues installing the arduino create agent on my windows computer. I first installed it on an account that did not have administrator access and ran in to the issue detailed here:

Install the Arduino Cloud Agent

I now get the following error:

I now have administrator access. I believe I need to somehow uninstall the old attempt and reinstall under my new admin access. I can't quite figure out how to uninstall the old attempt.
