About

The Climate Change Working Group (CC-WG) is convened to develop and execute a comprehensive GEO climate change action strategy. We strive to advance the use of Earth observations in support of climate adaptation and mitigation. Our actions align with the objectives of the Paris Agreement on climate change.

The CC-WG promotes the GEO climate engagement priority as well as helps turn the goals stated in the Canberra Declaration into practical steps within the GEO Work Programme.

The CC-WG is composed of about 100 members covering a wide range of countries and expertise. We bring together experts from various fields, including government, academia, UN agencies and intergovernmental organisations, NGOs, and the commercial sector.

WHAT WE DO

  • Improving the coordination of climate-related activities within the GEO Work Programme
  • Supporting countries’ uptake of Earth observation and derived solutions within the United Nations Framework Convention on Climate Change (UNFCCC) and the Intergovernmental Panel on Climate Change (IPCC)
  • Fostering collaboration with GEO’s partners in the climate domain

Governance

Four co-chairs are elected by and from the CC-WG members to lead designated subgroups. These co-chairs represent a balance of gender, geography, and generation.

Subgroups

Are established to run the work of the Climate Change Working Group:

  • SG1: GEO Climate Subgroup - Coordination of climate issues across the GEO Work Programme and Synergies with key partners

    This subgroup focuses on improving coordination of climate-related activities within the GEO Work Programme.

    It aims to align efforts with key partners such as the UNFCCC and the IPCC.

    Another important task is to ensure complementarity of efforts with data providers in the Earth observation community including the World Meteorological Organization (WMO) and the Committee on Earth Observation Satellites (CEOS).

    To achieve these goals, the subgroup maps GEO activities, identifies gaps and synergies, facilitates communication, and proposes opportunities for collaboration to ensure effective climate action at national, regional, and global levels.

  • SG2: GEO Climate Subgroup - Engagement with UNFCCC and IPCC

    This subgroup ensures effective integration of GEO Work Programme activities with the work of the UNFCCC and the IPCC.

    To achieve this, the subgroup establishes productive working relationships on systematic observations with the UNFCCC Secretariat, IPCC Secretariat and WG chairs as well as bilateral dialogues with the relevant party delegates.

    Furthermore, the subgroup will collaborate with other GEO CC-WG subgroups and relevant activities in the GEO Work Programme to carry out targeted initiatives. These initiatives focus on using Earth observation to make a meaningful impact on adaptation and mitigation efforts.

  • SG3: GEO Climate Subgroup - Enhancing the use of EO for Mitigation

    This subgroup contributes to developing a comprehensive strategy to support actions for mitigating climate change using Earth observation. Specifically, it focuses on improving targeted Earth observation data to assist countries in enhancing and monitoring their mitigation actions. This helps countries meet their reporting obligations under the UNFCCC and the Paris Agreement.

    To this aim, the subgroup identifies GEO Work Programme activities that assist countries in enhancing and monitoring their mitigation actions. The group facilitates communication, assesses alignment with UNFCCC and Paris Agreement goals, and explores collaboration opportunities to support the global stocktake process.

  • SG4: GEO Climate Subgroup - Enhancing the use of EO for Adaptation and Loss & Damage

    This subgroup works on the development of an overall strategy to support climate change adaptation and address loss and damage using Earth observation. It focuses on the enhancing of targeted Earth observation data to assist countries in improving and monitoring their adaptation efforts as well as meeting reporting obligations under the UNFCCC and the Paris Agreement.

    To achieve this, the subgroup identifies relevant GEO Work Programme activities, reviews their alignment with UNFCCC and Paris Agreement adaptation goals, and facilitates communication to enhance countries' adaptation actions.

    Moreover, the subgroup aims to enhance GEO's support for the global stocktake process under the Paris Agreement, particularly in evaluating collective progress toward achieving adaptation targets. Additionally, it focuses on assisting countries in integrating Earth observations into their National Adaptation Plans.

Terms of Reference

The Terms of Reference will remain in effect for the period of the 2023-2025 GEO Work Programme. It may be revised with the approval of the Programme Board

Roadmap and subgroup work plans

A Roadmap is proposed to guide the work of the CC-WG and prioritize action based on the approved Terms of Reference. The Roadmap also outlines the way members engage and contribute to the objectives of the CC-WG. It contains priority deliverables, milestones and the working timeline, as well as the work plan of each subgroup. While the CC-WG activities are outlined for the 2020-2022 period, some have an ongoing nature and are intended to be continued beyond the first term.

Collaboration

Individuals interested in joining a WG must be nominated by the GEO Principal of their relevant GEO Member, Participating Organization, or by a GEO Work Programme activity lead. As appropriate, the Programme Board may also invite other qualified individuals to participate as members.
