A devastating roadside bomb attack struck a convoy of foreign diplomats in Pakistan's Swat Valley on Sunday, killing a police officer and injuring four others. The diplomats, nearly a dozen in number, were visiting the area at the invitation of the local chamber of commerce, and thankfully, all the ambassadors remained safe and were swiftly relocated to a secure location before departing for Islamabad. The attack highlights the ongoing security concerns in the Swat Valley, which has long been plagued by Islamist militant insurgency. Pakistani counter-terrorist forces maintain a strong presence in the region, but militants have escalated their attacks since breaking a ceasefire with the government in late 2022. The valley has witnessed several high-profile attacks, including the 2012 shooting of Nobel Peace Prize laureate Malala Yousafzai. No group has claimed responsibility for the attack, but authorities suspect the involvement of militant organizations, particularly Tehrik-i-Taliban Pakistan (TTP). Ending an extended chill between the two militaries, US Defence Secretary Lloyd Austin spoke with China’s defence minister, Admiral Dong Jun, on April 16. It marked the first such communication with his Chinese counterpart in over two years and follows a protracted period of tension, diplomatic snubs and near misses in the South China Sea. On the same day, Treasury chief Janet Yellen attended exchanges in Washington marking the fourth meeting of bilateral economic and financial working groups. “I continue to believe that addressing overcapacity and broader macroeconomic imbalances can help China’s own economy,” she said. As we wrote in a recent Enodo Economics report, the recent cordial tone of US-China relations belies the underlying fragility of the relationship. The depth of difference across three crucial vectors – technology, economics and the military – has been on full display, and none of these issues has an obvious solution. Neither side will back down, and the upcoming US election will further destroy the tentative cordiality, so investors should prepare for impact that goes well beyond the borders of either country. Dutch Warship Harassed by Chinese Military Aircraft in East China Sea The Netherlands reported on Friday that a Dutch warship was harassed by Chinese military aircraft in the East China Sea, joining the list of countries accusing Beijing of initiating potentially unsafe encounters in international waters. According to the Dutch Defense Ministry, two Chinese fighter jets circled the frigate HNLMS Tromp while its marine patrol helicopter was "approached" by two Chinese warplanes and a helicopter, creating a potentially unsafe situation. CNN has reached out to the Chinese government for comment on the Dutch accusations. The HNLMS Tromp was operating in the East China Sea in support of a multinational coalition enforcing United Nations sanctions on North Korea, known as the Pacific Security Maritime Exchange (PSMX). This incident adds to a series of encounters where China's military has been accused of conducting unsafe maneuvers in the East and South China Seas. The XYZ Affair was a diplomatic incident that occurred in 1797-98, involving diplomats from the United States and Revolutionary France. Amidst rising tensions between the two nations, President John Adams sent envoys to Paris to negotiate a treaty, only to find that the French would not open negotiations unless the US paid a bribe. This helped to incite the Quasi-War. The affair came at a time when the concurrent French Revolution (1789-1799) was already creating divisions within American politics. The nationalist Federalist Party – of which President Adams was a member – was horrified by the violence of the French Revolution and wanted to move the United States away from France's sphere of influence. To do this, they sought to foster closer political and economic ties with Great Britain, which they viewed as the natural ally of the US. This caused outrage amongst the rival political faction, the Democratic-Republican Party (Jeffersonian Democrats), who believed that closer ties with Britain would only undermine republicanism in the United States. At the same time, the French Republic viewed the budding relationship between the US and Britain as an act of aggression and authorized attacks on American merchant vessels in late 1796. In 1797, President Adams sought to resolve the issue diplomatically and sent three envoys to France. These envoys had expected to be received by the French foreign minister, Charles Maurice de Talleyrand-Périgord; instead, they were met by three French intermediaries (referred to in coded dispatches as agents 'X', 'Y', and 'Z') who insisted that the United States pay a large bribe in order to meet with Talleyrand and begin negotiations. When this became public knowledge in the US, it inflamed public opinion against the French, leading to increased support for Adams and the anti-French Federalists. [FREE TO READ] "Fume events" are underreported, with a spokesperson for the Australian Federation of Air Pilots (AFAP) explaining that dangerous and potentially deadly #fumes on aircraft, especially older planes, are a much bigger problem than anyone realises. “The AFAP would like to see the Civil Aviation Safety Authority take this issue more seriously, including insisting that high-grade air filters be made mandatory for all commercial airliners flying in Australia, and that bleed air systems are redesigned in future aircraft. We should also see appropriate and accurate testing of fumes in aircraft cabins.” Fume events are the result of the long-term design flaw that sees bleed air mixed into cabin air across most aircraft makers, including Boeing and Airbus ... After a fume event on a Qantas National Jet Systems #B717 last year, the Australian Transport Safety Bureau found that airborne contaminants “may result in the rapid onset of incapacitation, which although possibly subtle, can significantly affect the safety of flight”. “Contaminants from bleed air may be being inhaled unknowingly. Import-substituted SJ-100 to make about 200 test flights in 2025 — minister "We are actually waiting for permission to conduct flight tests," Anton Alikhanov said MOSCOW, September 18/ The import-substituted SJ-100 aircraft with Russian PD-8 engines will have to make about 200 test flights in 2025 to pass certification and enter production, Russian Minister of Industry and Trade Anton Alikhanov said in an interview with Rossiya-24 TV channel. "Ground tests of this engine are coming to an end. Some of them have already been completed. We are actually waiting for permission to conduct flight tests. We will have two machines flying. We need to do about 200 flights next year to get certification and go into production," he said.
