- 祁濟時爵士，KCMG（英語：Sir Michael David Irving Gass，1916年4月24日－1983年2月27日），英國殖民地官員，1965年9月至1969年1月出任香港輔政司兼行政及立法兩局當然官守議員，1969年3月至1973年10月任。 祁濟時在1939年加入殖民地部，早年於西非黃金海岸政府供職，官至內政部常務次官。在1958年至1965年間，他調任布政司，此後出任香港輔政司。在輔政司任內，他與何禮文及姬達等港府官員應對六七暴動，並在1967年6月至9月期間暫代戴麟趾爵士署任港督一職，設法主持大局。在暴動期間，他對滋事的採取強硬態度，從而有效控制局勢，但也因此成為左派陣營口誅筆伐的主要攻擊對象之一。祁濟時在1969年卸任前夕獲英廷授予KCMG勳銜，以肯定他在任輔政司期間的表現。 祁濟時在1973年結束殖民地生涯，返回英國定居，晚年曾於1977年至1981年間出任議員，並熱心參與研究森麻實郡的地方歷史。祁濟時與妻子在1975年結婚，其妻也曾任郡議員，1998年至2015年出任。 (zh)
