Description Col. Daniel Hibner, USACE Savannah District Commander, speaks with U.S. Virgin Islands Gov. Albert Bryan and Brig. Gen. Kodjo Knox-Limbacker, Army National Guard Adjunct General April 21, 2020, at a media event held at the Army National Guard's Regional Training Institute barracks. The barracks are under contract to be converted into a COVID-19 patient alternate care facility.
