As part of the Large Hadron Collider (LHC) accelerator upgrades foreseen by the high luminosity-LHC project, the CERN 11 T program is aimed at replacing standard LHC Nb-Ti main dipole magnets, operating with a bore field of 8.3 T, with pairs of shorter Nb$_3$Sn dipole magnets with a bore field of 11 T and the same total integrated field, thus providing space for additional collimators in the dispersion suppressor region. A large number of training quenches at various currents, temperatures, and ramp rates, have been performed on six 11 T dipole model magnets. Quenches in the midplane of these magnets were of special interest, since the quench current in the last three models measured in 2016 was limited to between 84% and 92% of the magnets short sample limit. The superconducting 11 T dipole magnets developed at CERN for the HL-LHC project are equipped with coils manufactured from Nb$_{3}$Sn Rutherford cables and following the wind and react fabrication technique. The brittleness of the multifilamentary structure of the Nb$_{3}$Sn within the cable strands exposes the coils to permanent performance degradation when subjected to excessive strain during assembly and operation. Abstract: As a part of the large hadron collider luminosity upgrade (HiLumi-LHC) program, CERN is planning to replace some of the 8.33-T 15-m-long Nb-Ti LHC main dipoles with shorter 11 T Nb$_{3}$Sn magnets providing longitudinal space for additional collimators. Whereas the present design of the 11 T dipole enables the use of RRP conductor with critical current degradation after cabling at the level of 5%, new cross sections of the cable have been studied in order to further decrease the degradation of both critical current and resistivity of the copper matrix.
