Abstract During LHC’s Run-2 the MoEDAL experiment took 6.7 inv. fb of data at a centre-of-mass energy (Ecm) of 13 TeV with 100% efficiency. However, this was well short of the requested 10 inv. fb. In order to continue to push the search for highly ionizing avatars of new physics with the existing MoEDAL detector to higher Ecm (14 TeV) and significantly higher luminosity the MoEDAL Collaboration is requesting to take data as part of the LHC’s Run-3 program. This Technical Design Report is focused on the MoEDAL Program for Run-3 that involves the reinstallation of the MoEDAL Run-2 detector with minor changes required to improve the detector efficiency as well as adapt the detector for an upgraded LHCb-VELO region.
