Longshoremen port strike unlikely to hinder holiday retail season, expert says. Retailers accelerated imports in recent months in anticipation of dockworker strike. With dockworkers from Maine to Texas threatening to go on strike Tuesday, the impact of a work stoppage could be lessened because retailers have been accelerating imports for months, according to Ron Leibman, chair of Newark, New Jersey-headquartered law firm McCarter & English’s transportation, logistics and supply chain management practice. “Retailers have been forward stocking, expecting this. Now, will that take care of the whole season? I don’t know, but it wouldn’t be the same as if they hadn’t prepared,” Leibman told FreightWaves in an interview. The International Longshoremen’s Association (ILA) said its 25,000 members will walk off the job when their employment contract with ports represented by the United States Maritime Alliance (USMX) expires at midnight on Monday. Major issues on the bargaining table are wages, benefits and rules on port automation. The Parliamentary Standing Committee on International Trade (CIIT) met to review industry concerns about the CBSA Assessment and Revenue Management (CARM) digital initiative on Wednesday September 25, 2024. Click on the link below to watch the meeting. Some insights -The Customs and Immigration Union (CIU) president stated that CARM implementation should be delayed. CBSA staff have not yet received adequate training. -The Importer & Exporter Association of Canada stated that "the needle has not moved" since May 2024. -The CBSA spoke about their progress and the calculation errors being experienced. -Conservative MP Tony Baldinelli moved to delay CARM until at least April 2025, or until training is completed. Port of New York-New Jersey details strike operations plan. Union work stoppage would shut down East Coast gateway, dozens of other ports. The second-busiest U.S. ocean #containerport urged shippers to wind down cargo business less than a week before a strike deadline set by union dockworkers. Strike preparations are underway at the Port of New York-New Jersey, Port Director Bethann Rooney said in a letter to customers, offering details on operational plans during the stoppage. The International Longshoremen’s Association representing 25,000 members in container and roll-on/roll-off services covered under the current master contract will walk off the job when the contract with port employers represented by the United States Maritime Alliance (USMX) expires at midnight Oct. 1. Mexico rail backlogs disrupt grain shipping. BNSF and Union Pacific have paused shipments as demand outpaces capacity, setting up transportation challenges for exporters ahead of fall harvest. Major U.S. railroads have paused #grainshipments into #Mexico as surging demand creates a lack of capacity and a backlog of trains. Union Pacific on Thursday said it would halt permits for grain shipments due to delays at Mexico railroads operated by Ferromex. BNSF, which set a one-month permit suspension on Aug. 20, has extended its pause through Sept. 30, per the USDA. Ferromex has issued more than two dozen congestion-related embargoes this year, requiring agricultural shippers to use a permit system. Apparel, shoe importers plead with Biden to intervene in dock strike. Employers say union won’t come to bargaining table. With just over a week to go until a promised strike by East and Gulf Coast dockworkers, a U.S. trade group representing $92 billion dollars in annual imports through the affected gateways became the latest business interest to plead with President Joe Biden to step in to prevent a work stoppage. At the same time, port employers said they remain open to negotiations but have been unable to schedule bargaining with the longshore union. Elsewhere, shipping lines are tacking on peak season surcharges in anticipation of extended delays if port activity comes to a standstill. Port of Vancouver operations update: Bulk grain labour disruption. Grain workers served 72 hour strike notice. To Port of Vancouver’s valued customers and stakeholders: Grain Workers Union Local 333 ILWU (Grain Workers Union) served 72-hour strike notice to the Vancouver Terminal Elevator Association (VTEA) over the weekend, with possible strike action impacting Port of Vancouver bulk grain operations starting 0700 PST Tuesday, September 24. The strike would impact six terminals at the port: Alliance Grain Terminal (AGT), Cargill Terminal, Cascadia, G3 Terminal, Pacific Elevators and Richardson International. The strike action is not expected to affect other grain handling terminals at this time, including Fraser Grain Terminal (FGT). Port of Montreal longshore workers to vote on strike mandate. On Tuesday, September 24th the 1,150 longshore workers at the Port of Montreal will vote on a strike mandate and the latest offer from management. The workers, members of the FTQ-affiliated Canadian Union of Public Employees (CUPE), will hold two separate votes. They will be asked to vote on an unspecified strike mandate. It could be an unlimited strike mandate, or one that could be broken down into days or weeks, depending on the case. Three meetings are scheduled for Tuesday, covering all shifts. The result of the vote will be known on Wednesday, CUPE announced on Monday. Negotiations between the parties have not broken down, however.
