I would prefer to see more (well, any) community input on the linked wiki page first, but that's only my personal opinion (and I'm not involved with ULS development). What if after doing this change, two other people come and say "Why did you change it, it was better before", you know. Opinions. :)

Actually we do not need keys for hrasva varna. Samskrit alphabets contain only deergha ए (e) and deergha ओ (O) as in Hindi. No one will ever come and question this. So nothing to worry. :)
