He said under the bill, golf caddies and other related service workers of a golf club shall be covered by the Social Security System (SSS), the Home Development Mutual Fund or the Pag-IBIG Fund, and the Philippine Health Insurance Corporation (PhilHealth) upon their accreditation by the golf management.

She noted that under Section 47 of the 2017 General Appropriations Act, "in no case shall mandatory contributions and loans by government employees from private and public lending institutions reduce the employees' monthly net take home pay to an amount lower than P4,000." Neri said the unified ID system will be implemented with the signing in the first quarter of the memorandum of agreement among the SSS, Government Service Insurance System (GSIS), the Philippine Health Insurance Corp (PhilHealth), and Home Development Mutual Fund (PagIbig).
