Uganda Communications Commission (UCC) Board of Directors Sworn In

On 2nd April 2025, the newly appointed Board of Directors of the Uganda Communications Commission (UCC), led by Dr. Charity Basaza Mulenga, was officially sworn in at the Ministry of ICT and National Guidance offices. The Board comprises professionals from diverse fields, including technology, law, and public health, all committed to fostering innovation and guiding Uganda's digital transformation. Along with Dr. Basaza, the Board includes Mr. Stephen D. Kabugo, Mr. Benard Katureebe, Eng. Paul Odoi, Hon. Sylvia Namabidde Musisi, Ms. Hawa Tuku, Eng. Geoffrey Agoi, and Hon. William Nyombi Thembo. The ceremony was officiated by Hon. Dr. Chris Baryomunsi, Minister of ICT and National Guidance, and Hon. Godffrey Kabbyanga, Minister of State for National Guidance. Hon. Kabbyanga congratulated the new board members and stressed the importance of integrity and loyalty. "You have been carefully selected to serve Uganda, and I urge you to uphold these values in your roles," he said. He also discussed the challenges of regulating the media, particularly concerning misinformation and hate speech. "It is essential to stay within our defined roles to ensure effective collaboration between the Ministry, UCC, and all stakeholders." Hon. Dr. Chris Baryomunsi followed with remarks on the significance of the new Board's role. He praised their selection, stating, “This Board has been chosen to drive Uganda’s digital transformation.” Dr. Baryomunsi thanked the outgoing Board and emphasized continuity in Uganda’s ICT policies. He also addressed the challenges of social media regulation, stressing the need for responsible journalism. "We must work together to ensure accurate reporting, especially in the face of misinformation," he added. Dr. Charity Basaza, the incoming Board Chair, expressed gratitude for the opportunity to lead. “It is an honor to guide the UCC Board,” she said. She highlighted the Board’s focus on enhancing Uganda’s ICT sector by building on progress in telecom infrastructure, internet access, and consumer protections. “Our goal is to ensure communication services are accessible, affordable, and innovation-driven,” she added. Dr. Basaza also pledged to work with all stakeholders to ensure a connected, inclusive, and prosperous Uganda. Hon. George William Nyombi Thembo, the Executive Director of UCC, thanked Hon. Minister Chris Baryomunsi for his leadership in forming the Board. He acknowledged the swift process in selecting the team and expressed confidence in their ability to serve the country. "We are committed to transparent and well-researched decision-making," he stated. The new Board members reaffirmed their commitment to their roles, signaling a new chapter for UCC as Uganda continues its digital transformation. With the full support of the Ministry of ICT and National Guidance, the UCC Board is set to drive the country’s digital future, ensuring all Ugandans benefit from the opportunities the digital world offers.
