China's State Post Bureau (SPB) said on Wednesday that it has launched an investigation into express delivery provider Yunda Express for significant loopholes in its safety management of contracted customers, which allowed fraudulent promotional materials to enter the delivery channels, causing substantial losses to victims.

The investigation was triggered by incidents involving some franchisees of Yunda Express, which were found to have distributed scam-related promotional materials via Yunda's courier services, resulting in significant financial losses for victims, according to a statement on the official website of the SPB on Wednesday. 

"Shanghai Yunda Express Co has failed to manage its franchisees effectively and bears responsibility for not implementing unified safety assurance measures as required," said the statement, adding that the SPB initiated the investigation in accordance with the law.
