The high-luminosity upgrade of the LHC (HL-LHC) brings unprecedented requirements for precision bunch-by-bunch luminosity measurement and beam-induced background monitoring in real time. The physics program of the HL-LHC requires high-precision (≲1%) luminosity determination. This contribution presents a novel single-moderator neutron spectrometer, named “TetraBall”, developed at INFN and optimized for characterizing the neutron field in the CMS experimental cavern. The TetraBall condenses the functionality of several Bonner Spheres (BS) in a single moderator and it is equipped with 42 SiC radiation-hard detectors organized in a tetrahedral geometry designed to be insensitive to incident gammas and charged particles.
