Abstract A spin-parity-helicity analysis shows the dominance of the gamma to rho /sup 0/ rho /sup 0/ state at threshold, in the wave (J/sup P/, J /sub z/) = (2/sup +/, +or-2) and a significant signal in the 0/sup +/ wave. The negative parity states and the (2/sup +/,0) wave are negligible. For high two-photon center-of-mass energies a strong production of f/sub 2/(1270) is also observed. The study of the reaction e/sup +/e/sup -/ to e/sup +/e/sup -/K/sub S//sup 0/K/sup +or-/ pi /sup -or+/ shows evidence of the formation of eta (1440), f/sub 1 /(1285) and f/sub 1/(1420) while only the f/sub 1/(1285) is formed in the e/sup +/e/sup -/ to e/sup +/e/sup -/ eta pi /sup +/ pi /sup -/ interaction. The measured value of the eta (1440) two-photon width indicates a strong gluon content.
