Two charged in Welland drug investigation

Police seized suspected fentanyl, cocaine and hydromorphone during the search of a residence

Since June of 2024,  detectives with the 3 District (Welland/Fonthill) Street Crime Unit with the Niagara Regional Police Service began an investigation into the illegal sale of drugs in the City of Welland.

As a result of the investigation, detectives were able to identify the suspect responsible.

On December 3, 2024, detectives executed a warrant on a residence in the area of Niagara Street and Mill Street in the City of Welland, and the suspect was arrested.

The following was seized as a result

  • 37.9 Grams of suspected fentanyl with an estimated street value of $7,580
  • 47.4 grams of cocaine with an estimated street value of $4,740
  • 56 tablets of hydromorphone (2mg) with an estimated street value of $280
  • $840 in Canadian Currency

Jody L. Powell (50 years old) of Welland was arrested and charged with the following offences:

  • Possession of a schedule I substance FTP (Fentanyl)
  • Possession of a schedule I substance FTP (Cocaine)
  • Possession of a schedule I substance FTP (Opioid Hydromorphone)
  • Possession of proceeds of crime under $5000

Powell was held in custody pending a bail hearing that is expected to take place on December 3, 2024 at the Robert S.K. Welch Courthouse located at 59 Church Street in the City of St. Catharines.

Archie G. Karr (46 years old) of Welland was arrested and charged with the following offences:

  • Possession of a schedule I substance FTP (Fentanyl)
  • Possession of a schedule I substance FTP (Cocaine)
  • Possession of a schedule I substance FTP (Opioid Hydromorphone)
  • Possession of proceeds of crime under $5000
  • Fail to comply with probation order

Karr was held in custody pending a bail hearing that is expected to take place on December 3, 2024 at the Robert S.K. Welch Courthouse located at 59 Church Street in the City of St. Catharines.
