Simon the Monk(ey) plays tricks on his dog, then heads over to the local night club, until a tiger disrupts the crowd.
Its from Les Elton, an animator with a lot of gaps in his career. He's credited with several movies from around 1920, then there's a gap until we get a couple more from around the time this was made. There are often gaps in animation biographies. Theatrical production was always marginal, and people moved around, directing one day, animating the next, going off to draw comic books the third.
It's a poor print I looked at, with some nice squash-and-stretch gags. For some reason, the design of the tiger is not at all cartoonish and quite detailed.
