The Marines of One Piece had to adapt to the changing world and the rise of new pirates in order to maintain their power. The Seven Warlords of the Sea were pardoned for their crimes and granted protection by the World Government in exchange for performing tasks and obeying summons. The Warlord system was eventually dissolved due to the actions of some Warlords, leading to the former Warlords becoming targets of the powerful Navy and creating new enemies for the World Government.

The famed shonen adventure One Piece pitted protagonist Monkey D. Luffy against a fantastic array of villains and other antagonists from one story arc to another. First, Luffy scored early victories against detestable villains like Arlong the Fish-Man and Sir Crocodile. Soon, Luffy started battling the Emperors and their elite minions, from Sweets General Charlotte Katakuri to Kaido. However, there were some major foes Luffy never fought. Unfortunately, it's too late for Luffy to fight them now.
One Piece fans can always daydream about hypothetical battles between Luffy and those villains, but Luffy is part of a crew, and his crewmates deserve a turn to fight the series' coolest villains, too. Luffy's friends, most of all the mighty Roronoa Zoro and Sanji Vinsmoke, helped take powerful foes down so Luffy could focus on the end boss. That leaves a handful of noteworthy foes Luffy never fought. In some cases, he briefly clashed against these villains.

The VHS era brought anime to the underground film market, which led to a lot of ultra-violent anime being shuffled around the '80s and '90s anime scene. While many credit family-friendly entertainment like Pokémon or Yu-Gi-Oh! with anime becoming mainstream, the underground nerd culture would hoard VHS tapes featuring material that no American media company would dare distribute.
The anime from this era ranged from nihilistic cyberpunk to post-apocalyptic horror to brutal action stories. Despite how flashy some of them looked, the most violent anime of this time period were often cheap to produce and easy to make. In fact, the adult video model for anime almost proved to overshadow mainstream anime in Japan. In the '80s and '90s, a surge of ultra-violent anime hit the airwaves, featuring very twisted and horrific themes.
