- In 1980s, after more than thirty years' development, Chinese TV industry had reached a certain stage. However, opposite to the development, Chinese TV industry was still in a close or half-close state. In the mid eighties, there was no international TV culture exchange event in the whole country. The TV professionals in Shanghai realized intensively the historical responsibility. With the aim of helping the world to know more about China, about Shanghai and increasing international cultural exchanges, Shanghai TV professionals began the preparation work for the foundation of China's only international TV festival - the Shanghai TV Festival.
- In December 1986, the "Shanghai International TV Festival of Friendship Cities" was born. It used the fist time the world popular "festival" way to expand world communication and cooperation. The State Radio and TV Minister then Mr. AI Zhisheng said, "The holding of Shanghai International TV Festival of Friendship Cities is a pioneering work in Chinese TV history." The festival entered to a full-scale developing moment after its name was changed officially to "Shanghai TV Festival". Since then, Shanghai TV Festival has celebrated the Magnolia Award International TV Program Competition, the International Film and TV Market and the International Radio, Film and TV Equipment Exhibition. At the 3rd Shanghai TV Festival in 1990, an International TV Academic Seminar was added so the festival began to get the structure of four major events with some other activities. The widely-organized and high-quality Magnolia Award adequately indicates the international and professional character of Shanghai TV Festival. Director of French Film Archives Jean Rouch, famous French actress Catherine Deneuve and Japanese influential documentary director Junichi Ushiyama as well as Chinese well-known documentary makers Chen Hanyuan and Chen Guangzhong were all international juries in past Shanghai TV Festivals.
- To 2002, nine editions of Shanghai TV Festival have been successfully held. Each festival attracts worldwide famous medias, hundreds of Chinese and foreign journalists, over 4,000 TV professionals from all over the world and have collected till now thousands of national and international excellent programs. As for the International TV Market, it has become the biggest program market in Asia with hundreds of millions of trade amount each edition in recent years. Now, Shanghai TV Festival has become a very important international platform for world TV program to China and Chinese TV program to the world.
