#26 date/time/calendar module for tcllib

Although the clock command accomplishes alot of
date/time functionality, there are still some
functionality that can be added. This module should add
those new functionalities.

    Ok, I have some procs already that I have been working on.
    Should everything fall under the calendar namespace, or
    should it be separated out into calendar/date/time? I don't
    care either way. If I want to submit my procs, how do I do that?
