Seems like this thread is a bit off topic now, but I'll chime in anyway. When I co-write a paper with latex users, I use latexdiff: http://www.ctan.org/tex-archive/support/latexdiff/ When I need reviews from non-latex users (e.g. my boss), I have them markup a PDF by hand or via pdf markup software (e.g. Adobe Acrobat).
