add axes_size.py in axes_grid

rebase axes_grid using axes_grid1 and axisartist modules

axes_grid toolkit is splitted into two separate modules, axes_grid1 and axisartist.

Don't import pytz unless and until it is needed

Axes.hist: make 'label' an explicit kwarg, like 'color'

Update docs, examples, for new color kwarg in hist.

Correct calculation of vectors with quiver and angles='xy'. Using just a small eps can result in roundoff problems if X,Y are large (such as with Basemap).

Clean up a little more.
