fmt kwarg to drawparallels and drawmeridians can now be a
string formatting function.

use drawmapboundary to fill map projection region
a specified color. Useful for painting ocean areas
(instead of setting axis background color, which only
works for rectangular projections).

make basemap-testing the trunk
