Numpification of contour, stage 1

Prevent building _wxagg.so with broken Mac OS X wxPython.

Cleaned up the win32 section of the function add_tk_flags. Added better support for Python installations on win32 that are not in the C:\Python2x dir.

Tcl_Obj on some systems, strings on others.
