Reorganized whats_new.html.template to use dictionary to store
release info, and correspondingly replaced template section with
a simple nested loop. Also added anchors for versions and new items
for other pages to link to. Made such changes in goals.txt to
make such links.

major overhaul of text

splot plain text out of mathtext in goals htdocs

did a dos2unix on htdocs

Updated and restructured goals web page. Now uses goals.txt in a pseudo
restructured text mode. Code to process this ad hoc format has been
added to convert.py
