Fixed 1588908 (problem with set_ylim(1,1)); factored out 'nonsingular'

Removed copy_bbox_transform and copy_bbox_transform_shallow from transforms.py.

Added points as unit for transforms.offset_copy().

Make it easier to plot text etc. with an offset: transforms.offset_copy().

Added MaxNLocator to ticker.py; changed contour to use it by default;
made a few other cleanups. The prototype for the behavior of the
new locator was provided by Rob Knight.
