[Dev-C++] Joystick

Hi,

I'm trying to write a program that is it the system tray,
and that performs an action when a joystick button is pressed,
e.g. it launches a program, or activates the screensaver.
But I need to know how to make the program control the joystick
for actions, so it can actually know when a button is pressed.
How can I do that?
