CPPLapack Code

All "#pragma omp parallel for" were removed.
I think functions with omp should be developed by each users for better performance.

*bug fix for write functions.
*remove CPPL::min and CPPL::max functions, and replace them to std::min or std::max.

The trunk cpplapack source code was added.
