Tag the 1.9.2 release

Update Versions.txt

Bump version to 1.9.2

Switch to svn 1.8.3.

Store the last-checked revision in a separate variable when fetching the next few log messages so it can be used as the start revision. Also set the last-checked revision to zero so the 'limit' is used.
(Fixes issue #441) : Fetch next 100 inaccurate/does not work

Update serf to v1.3.1.

Update sqlite.build from TortoiseSVN.

Update the version check file.

tag the 1.9.1 release
