move resource.h in src/

Use the sktoolslib.

Refactoring: move code to handle the context menu into a separate function.

remove the libraries paths from AdditionalDependencies and add them in AdditionalLibraryDirectories

remove unneeded IgnoreSpecificDefaultLibraries and use $(Configuration)_$(Platform) in the libraries paths

indicate the x64 build in the About dialog and in the OriginalFilename in the resources. Also save CommtMonitor.rc as UTF16-LE and include winresrc.h instead of windows.h.

remove non existent file from the project

(Fixes issue #373) : Ctrl+Insert (copy) highlights all before copying text

Build CM as a 64-bit app.
Patch from XhmikosR, fixed and tweaked by me.
Update issue #301
Build now works with x64, but app doesn't run yet.

add our own project file for building Scintilla as a separate lib
