scintilla: get rid of unneeded files from its root folder

Update to Scintilla 3.2.1

Remove the gtk folder: we don't need that.

Fix a few /analyze and cppcheck warnings.

Update to serf 1.1.0

CommitMonitor.rc: use DS_SHELLFONT | DS_FIXEDSYS and the same weight and charset as the other dialogs in the About dialog

hyperlink: update the original's code author webpage/email

Enable Direct2D in the Scintilla control for the diff viewer.

Move the OK button in the about dialog to the bottom right.

Remove the "using namespace std" statements and explicitly refer to the std namespace where needed.
