(Closes issue #275) : Ability to monitor commits of certain users

* add a new section in the URLs dialog which takes a list of users to include

Don't save the urls file if the project list is empty.

(Fixes issue #267) : write-errors to url file are ignored

convert tabs to spaces.

(Closes issue #103) : "Automatically create diffs of commits" was useful option

if an entry already exists, do not replace it on importing (which would lose all log entries too) but only overwrite the config data.

Fixes issue #147:
Check for the process name to be CommitMonitorLocal.exe, and if it is (instead of the default CommitMonitor.exe), save/load all data in the same directory as the application exe file is instead of %APPDATA%\CommitMonitor.
