(Closes issue #275) : Ability to monitor commits of certain users

* add a new section in the URLs dialog which takes a list of users to include

convert tabs to spaces.

* add option to limit the number of log entries kept for each monitored url
* increment the version number for the urls data
* only save the max. number of log entries
