Fixed issue #121: SegFault of CommitMonitor on Windows Shutdown

* make StopThread() only try to stop the thread, not terminate it forcefully
* if StopThread() can't stop the thread in time, use TerminateProcess to 'shut down'

Add an update notification if a newer version of the CommitMonitor is available.

Indicate the GPL license.

If '/task' is passed on the command line, quit after the update check if there are no updates available.

Set the monitor timer to 60 seconds as planned, since we now can trigger a refresh with the toolbar button for faster testing.
Also make the animation timer slower to 0.4 seconds.
