Update build.txt for VS2015 and WiX 3.10.

Update checkyear.js to the latest TortoiseSVN version.

Update to Scintilla 3.6.1

Switch svn to the 1.9.1 tag, and serf to the new apache repo location.

update the version check file.

Bump version to 1.11.0

make the regex var volatile to avoid compiler optimizations.

no need for pointer check: free() already does nothing when nullptr is passed to it.

Update tools/coverity.bat for MSVC 2015.

Don't use Aero dialogs on Win10 because it looks just plain ugly there.
To make the Win version check work, add a compatibility manifest file.
