Fixed two bugs in UTaggedTextLexer unit:
* Fixed bug ID #3107982 where REML code with un-terminated tags was being accepted. * Fixed unreported bug that was reporting "unrecognised tag" rather than "empty tag" errors for tags such as < >, </ > and < />.
