Updated version number to 3.8.1.180

* Rationalised error handling in all tag parsing classes. All now use exceptions to report errors. LastErrorMessage properties all removed along with code that set the error message and returned function values to indicate an error.
* Tidied up some other code in unit.
* Flagged related TODO task as completed.

Removed {$WARN SYMBOL_PLATFORM OFF} compiler directives: these warnings now switched off globally.

Switched off "Symbol Platform" warning.

Modified warning switches to match settings in .dproj file:
* Switched on "Explicit string cast with potential data loss", "Widening given AnsiChar constant to WideChar lost information" and "Widening given AnsiString constant lost information" warnings.
* Switched off "Platform symbol" warning.
* Removed switches that switched off "Unsafe code", "Unsafe type" and "Unsafe typecast" warnings since these are off by default in Delphi 2010.

Changed Test unit view dialog box to use user defined syntax highlighter instead of default attributes.

* Renamed all methods and properties of TRoutineHTML and TInfoHTML that referred to "routine" - most to a similar name that refer instead to "Snippet".
* Changed code that calls TRoutineHTML and TInfoHTML re renamed methods etc.
* Updated some comments.

* Fixed bug #3015589 where user specified attributes of symbols and identifiers in highlighted were being ignored.

Modified TVersionInfo and TVersionNumber to use new facilities of v3.3 of the third party Version Information Unit.

Updated third party PJVersionInfo unit to v3.3, released 03 Nov 2010.
