* Reverted changes in r772 - needed IdGlobal unit in interface uses clause because it provides constant needed by conditional compilation directives.

Moved SysUtils unit from interface to implementation section uses clause.

* Changed TWSCharEncodings.AcceptCharSet to use for .. in loop to enumerate supported character encodings.
* Changed TWSCharEncodings.CharCode to return ErrorCodePage const rather than 0 for unsupported character sets.
* Fully commented unit.

* Fixed bug where proxy info was not being initialised.
* Converted an Exception exception to EWebServiceFailure and moved error message to resource string.
* Rationalised used units.

* Re-arranged order of some methods.

Merged trunk changes 730-765 into the new-backend branch.

Merged trunk changes 730-765 into the revised-webservices branch. (Note that changes in trunk's UDownloadMgr.pas unit were merged into NsWebServices.UDBDownloadMgr.pas.)
