Fixed memory leaks.

* Added statement to report memory leaks when running in debugger only.
* Switched off platform-specific warnings for file.

* Removed code that set size of body panel from THTMLViewDlg: this process should take place in an ArrangeForm method, not from ConfigForm as was the case here. All THTMLViewDlg does now is load HTML content via an abstract method call.
* Modified all descendant classes re changes in THTMLViewDlg: each class now sets body panel size in an ArrangeForm method.

Added new tab to about box that displays various key program folder paths along with buttons to view the folders in Explorer.

Better protected code that sets / restores hour glass when user submits code in TCodeSubmitDlg.

Fixed a potential bug in UUtils.StringToStream.

Changed all symbols, comments etc that refer to the "Latin-1" code page to refer to "Windows-1252" since the code page used is the Windows interpretation of "Latin-1", code page 1252.

* Created new UComparers unit.
* Moved TSameStringEqualityComparer class and ElfHash function from UURIParams into new unit.

New notes about web services.

Changed uses clauses to uses renamed NsWebServices.* units.
